Fried Stuffed Beef Kibbeh

Fried kibbeh has two distinct layers: a finely worked beef-and-bulgur shell and a looser cooked meat filling. This home recipe makes a manageable batch of small oval parcels. Chilling the mixture makes shaping easier, and sealing every opening helps keep the filling inside. The shell contains raw ground beef before frying, so checking its cooked temperature matters as much as achieving a deep golden crust.

Ingredients

  • 1 cup/170 g fine #1 bulgur
  • 2 cups cold water for soaking
  • 1 pound/454 g very lean ground beef for shell
  • 1 small onion, quartered, for shell
  • 1 teaspoon fine salt, divided
  • 1 teaspoon ground allspice, divided
  • 1/2 teaspoon ground cinnamon, divided
  • 1/4 teaspoon black pepper
  • 1/2 pound/225 g ground beef for filling
  • 1 tablespoon olive oil
  • 1 small onion, finely diced, for filling
  • 2 tablespoons pine nuts
  • 3 cups neutral frying oil, or enough for 2 inches in a suitable pot

Step-by-step method

  1. Soak fine bulgur in cold water for 20 minutes, then drain and squeeze very dry in a clean towel. Process shell onion to a fine paste. Add shell beef, bulgur, 3/4 teaspoon salt, half the allspice, half the cinnamon, and black pepper. Process in pulses until cohesive, scraping as needed. Refrigerate for 30 minutes.
  2. Heat olive oil in a skillet. Cook diced filling onion for 4 minutes, then add filling beef and break into small crumbs. Cook to 160°F. Stir in pine nuts, remaining salt, allspice, and cinnamon for 2 minutes. Transfer to a shallow plate and cool for 20 minutes.
  3. Divide shell mixture into 16 portions. With damp hands, roll one portion into a ball and hollow it with a thumb into a thin cup. Add about 1 tablespoon filling, pinch the opening fully closed, and shape into an oval. Patch cracks with a little shell mixture. Keep shaped pieces refrigerated while finishing.
  4. Heat frying oil to 350°F/175°C in a heavy pot no more than half full. Fry 3–4 kibbeh at a time for about 5–7 minutes, turning gently, until deeply golden and the beef shell reaches 160°F. Check a sample with a thin thermometer.
  5. Drain on a rack and repeat, allowing the oil to recover between batches. Serve warm; the filling is very hot immediately after frying.

Helpful tips & substitutions

  • Fine bulgur is essential for a smooth shell; coarse pilaf bulgur is not a direct substitute.
  • If a test parcel splits, check for cracks and reduce overfilling before frying the rest. Do not pack the pot tightly.

Storage & make-ahead

Refrigerate cooked kibbeh at 40°F or below within 2 hours and use within 3 days; reheat to 165°F. Freeze shaped uncooked parcels promptly, then thaw in the refrigerator before frying and checking doneness.

How to serve it

Pair with plain yogurt, hummus, and a fresh chopped salad. Keep sauce on the side to preserve the fried shell.
